Abstract

This article discusses the lack of effective cultural preservation policies in the city of Santarém (Pará), using Rodrigues dos Santos Square—one of the oldest and most symbolic public spaces in its historic center—as a case study. Employing a qualitative and exploratory approach, the research draws on a bibliographic and documentary review of the built heritage, aiming to highlight the contradictions between the historical significance of Santarém’s cultural assets and the neglect regarding their safeguarding. The study proceeds from the premise that a scarcity of protection mechanisms and information accessible to the public undermines the social and political valuation of these spaces, thereby fostering processes that erode their original character. In the specific case of Rodrigues dos Santos Square, institutional invisibility and a lack of technical studies reinforce the marginalization of a site that is emblematic of Santarém’s urban development and identity. By situating this case within a broader context of heritage neglect, the study seeks to update and systematize data on the site, providing a basis for public policy formulation and for the debate on the relationship between heritage, collective memory, and urban management in Amazonian cities.

  • Elias Mota Vasconcelos, Instituto Federal de Educação, Ciência e Tecnologia do Pará – EBTT/IFPA

    PhD in Built Environment and Sustainable Heritage, Federal University of Minas Gerais (UFMG); Master’s degree in Tourism, Center of Excellence in Tourism at the University of Brasília (CET/UnB, 2015); Specialist in Environmental Education (IBPEX, 2004) and in Teaching for Professional, Scientific, and Technological Practice (IFPA, 2018); Bachelor’s degree in Tourism, Federal University of Pará (UFPA, 2002); Professor of Basic, Technical, and Technological Education at the Federal Institute of Education, Science and Technology of Pará (IFPA), Santarém Campus.

  • Staël de Alvarenga Pereira Costa, Federal University of Minas Gerais

    Staël holds a degree in Architecture and Urbanism from the Federal University of Minas Gerais (UFMG, 1974), a Master’s degree in Urban Design from Oxford Polytechnic (1980), and a Doctorate in Urban Environmental Structures from the University of São Paulo (2004). A retired Full Professor at UFMG, she serves as a volunteer faculty member in the Department of Urbanism and contributes to the graduate program in Built Environment and Sustainable Heritage. Throughout her career, she has supervised approximately 140 academic projects, including undergraduate capstone projects, monographs, master's theses, doctoral dissertations, and postdoctoral research. She has expertise in Architecture and Urbanism, specializing in urban space planning and design. Her work focuses on key themes such as urban morphology, urban landscape, urban design, and the perception of the built environment. Since 2024, she has served as President of the Lusophone Network of Urban Morphology and also coordinates the Minas Gerais Network of Urban Morphology (RMMU).

  • Marina Salgado, PUC Minas

    She is currently a full professor in the Department of Urbanism within the Architecture and Urbanism program at the Pontifical Catholic University of Minas Gerais (PUC/MG) and coordinates the university's Graduate Program in Landscape Architecture. She previously served as a substitute professor in the Department of Urbanism at UFMG and as an assistant professor in the Department of Civil Engineering at PUC/MG. She held a CAPES/REUNI scholarship during her doctoral studies in Architecture and Urbanism at UFMG. She holds a PhD in Architecture and Urbanism and a Master’s degree in Built Environment and Sustainable Heritage from UFMG, as well as a specialization in Urban and Architectural Revitalization from UFMG and an undergraduate degree in Architecture and Urbanism from PUC/MG. Her professional experience includes roles as a Management, Protection, and Restoration Analyst and as a Projects and Works Manager at IEPHA/MG. Her work focuses on urban design, landscape design, landscape and environment, cultural heritage, urban and regional planning, and urban morphology.
